Brain Harman has a one-shot lead at 12 under.
Johnson said he plans to take four weeks off.
Unfortunately for Fowler, this is not your normal U.S. Open.
Alan Shipnuck: Thomas played one of the most electric rounds of golf I've ever seen. Thirty-three players broke par Saturday, a record for an Open third round.
McIlroy, sidelined for a month with rib and back injuries, could not shake off the rust missing the U.S. Open cut for the second consecutive year.
The 26-year-old needed to birdie the 18th to equal the lowest score in relation to par in US Open history, but missed from five feet. There were five players in double digits Saturday at Erin Hills. Thomas finished a round that included nine birdies and two bogeys with an 18-hole eagle.
World No.9 Rickie Fowler, who held the halfway lead, earned solo fifth with a 68, with Players Championship victor Si Woo Kim a shot back alone in sixth after also carding a 68.
He also said he might have been rattled by starting out Thursday afternoon knowing that Rickie Fowler had already posted a 65.
With two rounds to play there is some 23 players within four shots of the lead. "If I have to wake up with the same feelings tomorrow, I'm going to have a chance".
McIlroy won the US Open with a record 16-under-par total in 2011 and claimed his second major title in the US PGA the following year.
He might need one at this rate. But as the sun rose over Erin Hills, and the forecast was for no rain, Mickelson withdrew.
"I think since my dad dropped me off at football practice and told me to not be disappointed if I didn't get to play at all", Harman said, drawing laughs. "I'm just so excited to give myself a great chance to win this golf tournament".
"It's not every day you enjoy a round of golf with an eight on the card, but I'm a pretty happy man". "Hopefully I've got a lot of the bad stuff out of my system yesterday and some parts today".
He shot 59 this year in the first round of the Sony Open, the fourth of his PGA Tour victories.
"Yeah, 12 under, I'd have about a 10-shot lead in most Opens", he said. But then he three-putted from long range on the 13th and the 14th, and lost all hope when he missed the green on the 17th while going after the flag. Later, a long put for bogey rolled just right of the hole before he tapped in. Starting on the back nine, he exchanged a birdie on 11 with a bogey on 12.
"I was teeing off and I looked up and saw it on fire, and I felt sick to my stomach", Jamie Lovemark said.
But the work is not done.
Harman is playing in just his eighth major, and it's only the third time he has made the cut. "But when you're visually looking down the fairway, I think when you're trying to aim at a target at a normal golf course, with normal width fairways, there's some pressure into hitting the fairway because it is a lot narrower than we have out here".
